Child Abuse - CPS in Delaware a Total Joke

My 3 year old granddaughter who lives with me 80% of the time went home for a few days and came back with bruises and said "daddy hurt my bottom" I thought she got spanked untill I changed her pullup. Her bottom was red, bruised and swollen,infected scratches. I called cops and cps was told to take her to E R which I did but because exam showed no penatration but was obvious some one hurt her They decided to check out the home where her parents live..Found maggots, ants dog poop no clean dishes, etc. Was told to keep her the weekend to give parents time to clean up and she could go back home on Mon. That was two weeks ago. She came back with more bruise and red bottom called again and they said case was closed MY QUESTION IS HOW IN THE HELL DO WE PROTECT OUR CHILDREN / GRANDCHILDREN WHEN NO ONE LISTENS. In the meantime she tells me daddy hurt my bottom and I can't fix it.
