Again, I find myself apologizing to you, My Two Cents, for taking so long to get this submission up on my site. I am working on getting through all visitor contributions in the order they were received. I do hope that it's not too late for visitors to leave their comments and suggestions. Here's input, if it will help in any way:

Since you're considering a fictional piece, you do have artistic license. If your goal is to identify ways that investigators can use technology or other means available these days to proactively discover abuse in real life, you might be limiting your prospects. And you might also be missing an opportunity through fictional license to examine the pros & cons, the rights of a child vs the rights of parents/right to privacy/etc, that the use of systems and processes that cross a line in some way can scrutinize.

In other words, perhaps the answer you're looking for is less an answer in real life terms, and more about studying what we as a society are prepared and not prepared to do in order to protect a child from harm.

Add to that, your own voice, your own point of view as a social worker stuck in a system that does very poorly in the area of proactively protecting children; frustration, anger, a sense of powerlessness, etc.

Or conversely, how it would feel as a social worker, as well as the societal consequences, to be able to use tech/mind-reading/energy-tapping--you can go quite far if you decide to go somewhat sci-fi--to reveal whether or not a child is being harmed, but to have to cross a line of privacy, etc in order to do it.

There is no lack of noble reasons to invade privacy, but what do we give up in order to achieve that noble goal.
