Yes what is happening to you is abuse and yes you should contact the hotline that is for your area. You do not deserve to be hurt. You deserve to be treated with loving kindness and respect. There is definitely something wrong with your fathers head. I bet he wouldn't dream of treating a stranger the way he treats you. Love and big long hugs to you my precious girl. Find someone good to talk with.
