For God Sake!

The only thing the intake worker should be concerned with is whether or not the incident happened as you described. He should have taken down the facts, and conducted a proper investigation. The colour, race, or heritage of the child has no bearing on whether or not child neglect took place.

Perhaps there were valid reasons for the intake worker to ask this question, but I fail to see what they could be.
