To elaborate even further on the conservative estimate of $103 billion as the cost of child abuse and neglect:
  1. The much more stringent standard (Harm Standard) used to classify cases of child abuse for the purpose of this study is not the same standard (Child Endangerment Standard) used for other purposes.

  2. The estimate only relates to victims. The figure does not take into account costs associated with child abuse and neglect, such as intervention, treatment for perpetrators or support services for the families of victims.

  3. There are costs that could not be quantified because records are not kept and therefore data was/is not available: medical examinations and outpatient treatment of children not serious enough to require hospitalization; abused children are at greater risk of drug, alcohol and substance abuse, requiring treatment for addictions; abused children are at greater risk of engaging in high-risk sexual behaviours that lead to disease and teen pregnancy.
To break down the estimate, the $103 billion cost reflected in this study identifies both direct and indirect costs.

  • mental health care system
  • child welfare system
  • law enforcement
    Indirect:
  • special education
  • juvenile delinquency
  • mental heath and health care
  • adult criminal justice system
  • lost productivity to society
