Child Abuse - When the Authorities do Nothing

The child abuse wasn't to me,it was a little girl and it was her great grand mother. The little girl looked to be around 7 yrs of age.Her hair was pulled and she was hit on the right side of the head,smacked repeatedly and her hair was pulled in front of two police officers after I reported the abuse,and the officers saw it and did nothing because the woman denied it.there was six people saw the abuse.Why didn't the officers ask the witnesses instead of the old woman.I would like to know what to do if I see something like this happen again.My husband saw it and didnt want to do anything,I couldn't just sit there and watch that child suffer.Thats the problem with people ,they don't want to get involed.Dont ever tell me not to help a child.I sat there and was about the call the police and they just walked up.Jesus was there to help that child and he will,someway he will stop the abuse.
